He had terrible wounds around his neck, as if somebody had tried to strangle/garrotte him with barbed wire and electrical flex. His rescuer, a South African, immediately rushed the dog to the vets, where he was sedated in order to cut away and remove the wire and flex.

How any so-called human being could do that to an animal is beyond comprehension!! The dog has recovered well and has been adopted by his rescuer, whose family already have 6 other rescued dogs.
